The federal Act to Promote the Education of the Blind provides funds for accessible educational materials for eligible students. These federal funds are available to organizations in each state to provide materials for students working at less than college level. The organizations may be state departments of education, residential schools, or agencies for the blind. Is My Child Eligible for Federal Quota? To be eligible for materials purchased with Federal Quota funds, students MUST meet these requirements: -- meet the definition of blindness - "central visual acuity of 20/200 or less in the better eye with correcting glasses or a peripheral field so contracted that the widest diameter of such field subtends an angular distance no greater than 20 degrees; or visual performance reduced by a brain injury or dysfunction when visual function meets the definition of blindness as determined by an eye care specialist or neurologist." -- "be enrolled in a formally organized public or private non-profit educational program of less than college level" -- be enrolled with the registering school or agency on the first Monday in January How Does the Quota Program Work? A national census taken each January by APH determines the number of students eligible to receive materials purchased using Federal Quota funds. The federal money allotted for Quota each year is then divided among the participating schools and agencies based on the number of students registered. The money does not go to the students themselves, but is credited to Federal Quota accounts administered by Ex Officio Trustees who oversee the funds for their school or agency. The Trustee oversees which APH products to purchase with Quota money to best serve all visually impaired students in their system. Who Are the Ex Officio Trustees? Each organization participating in the Federal Quota Program has a designated Ex Officio Trustee entrusted with administering the program within his or her system. Each state, and territory, and possession of the U.S. has at least one Ex Officio Trustee. Is My Child Registered for Federal Quota? There are several ways to find out if your child is registered. -- Ask at your Individualized Educational Program (IEP) or Individualized Family Services Plan (IFSP) meeting. Your service provider should be aware that Federal Quota funds are available, and can tell you if your child qualifies. -- Contact the state department of education (if your child attends a public or private school) or the state residential school for the blind. -- Contact your Ex Officio Trustee for more information. To learn the name of the Ex Officio Trustee serving your organization, check the APH website at www.aph.org/fedquotpgm/trustees.html and then click on your state, or contact the APH Field Services Department at 800-223-1839, extension 257.
